They said the bus had been damaged and burnt after the fire.
Injured were admitted to the Diyatalawa hospital.
Most of the passengers were army and airforce soldiers who had arrived from Jaffna at the Diyatalawa camp.
Diyatalawa police are conducting investigations. Cause for the fire is unknown.
