He has told a newspaper that the management level and other
employees did their jobs for only three months of the year and drew salaries for the remaining nine months without doing any work.
The institution cannot earn profits in such a situation, and the employees will not be given bonuses without showing profits, he said.
The minister has also instructed the employees not to do politics with their work.
They have pointed out to the minister that they had no work to do during the said period.
